L'IFR è un'istituzione collegata alla Diocesi Militare dell'Austria. E' nato nel 1997 su proposta del Vescovo Militare Christian Werner e ha lo scopo di promuovere il dibattito tecnicoscientifico ed etico sugli attuali sistemi di sicurezza, alla luce della dottrina sociale della Chiesa.
